B’Tselem: Israeli soldiers fatally shot Muhammad Habali in the head

Left-wing Israeli NGO B'Tselem said that Israeli soldiers shot on 4 December a Palestinian young man in Tulkarem Refugee camp, to the north of West Bank, without justification.

Video footage published by the group showed that Israeli forces fired four or five shots at Muhammad Habali, a mentally disabled 22-year-old from Tulkarm Refugee Camp.

The lethal shooting was not preceded by a warning, was not justified and constitutes a violation of the law, the group said.

Video footage from four security cameras installed on three separate buildings along the street shows that that area was perfectly quiet and that there were no clashes there with soldiers.

Taken together, B’Tselem’s investigation and this footage indicate that at 2:25 A.M., an officer and two soldiers advanced towards a-Sabah Restaurant and stopped about 80 meters away.

A few seconds later, the soldiers fired four or five shots at the young men standing in front of the restaurant, and the young men fled.

Habali, who is seen in the footage carrying a long wooden stick – which he had picked up a few minutes before the shooting – was the last to leave.

After he took several steps, he was shot in the head from behind, from a distance of about 80 meters.

IDF probes shooting of Palestinian in the back

Military Police opens investigation into the death of 22 year-old Palestinian man after a video surfaced appearing to show him being shot in the back; his brother says he suffered from mental and physical disabilities, and used a stick to help him walk.

IDF Spokesperson's Unit said Sunday it has opened an investigation into the death of a 22-year-old Palestinian man in the West Bank after a video surfaced appearing to show him being shot in the back.

The security-camera video, obtained from a local restaurant in the Palestinian town of Tulkarem, shows Mohammed Habali walking in an alleyway holding a stick when he is shot from behind and falls down on his face.

Several other young males can be seen standing nearby or walking away in the same direction—sometimes looking back. No soldiers are seen in the video.


Habali's brother, Alaa, said Mohammed had suffered from a mental disability and was also physically disabled after breaking his pelvis in a car accident a few years ago. He said the stick his brother carried was used to help him walk.

He said Mohammed had worked in a coffee shop and was in the street after closing the restaurant when he saw soldiers in the area.
 
In a statement Sunday, IDF confirmed that it was conducting an

"operational activity" in Tulkarem last week when dozens of Palestinians began hurling stones at the soldiers. It gave no further details on the operation.
 
In addition, IDF Spokesperson's Unit stated that soldiers responded to the stone throwers with "riot dispersal means" and live fire.
 
Military police is now investigating the shooting, but no details were given on when the probe would be completed.

Palestinian Ministry Presses for Investigation of Israeli Killing of Disabled Palestinian

The killing of 22-year-old disabled Palestinian Mohammad Husam Abdul-Latif Habali by Israeli forces Tuesday has drawn the attention of the Palestinian Ministry of Foreign Affairs and Expatriates.

Riyad Malki, the head of the Ministry, issued a statement Tuesday condemning the shooting, and blaming the Israeli government for this “heinous crime”, according to the Palestine News Network.

The statement went on to say that this incident is “a crime added to the series of ongoing crimes and executions committed but the occupation authorities.”

Malki urged the International Criminal Court (ICC) to open an investigation and to bring the killers to trial. However, Israel has refused to sign on to the ICC, and will not allow its citizens to be summoned there to face charges.

The young man who was killed Tuesday was shot in the leg and the head by Israeli forces storming Tulkarem, in the northern part of the West Bank. A video surfaced on social media showing the large amount of blood left on the street.

Video of the moment the young man was shot also appeared on social media, and  the video showed the young man walking away from the soldiers and immediately falling down when he was shot. video

According to WAFA, Israeli soldiers raided Tulkarem City again on Wednesday morning, seizing the surveillance evidence of the shooting from the restaurant close to the shooting.

WAFA also quoted the Minister of Foreign Affairs,  Riyad Malki, speaking to the ICC Prosecutor Fatou Bensouda Wednesday, stating “Any delay in the investigation is a delay in bringing justice and gives the occupying power impunity and more time to commit it daily crimes.”

Palestinians bid farewell to disabled youth killed by Israeli army

Hundreds of Palestinians marched on Tuesday afternoon in the funeral of the Palestinian youth Mohammed Habali, 22, who was killed by the Israeli occupation forces earlier in Tulkarem.

The funeral procession set off from Thabet Thabet hospital in Tulkarem toward Habali's family house before he was buried in the city's cemetery.

The Palestinians taking part in the funeral raised Palestinian flags and chanted slogans condemning the Israeli crimes.

The Islamic Resistance Movement, Hamas, in a brief statement mourned Habali's death and said that the killing of the disabled young man is

another heinous crime added to Israel's long list of aggressive practices against the Palestinians in the West Bank.

Hamas spokesman Abdulrahman Shadid asked the Palestinian people to support resistance by all possible means because it is the only way to protect them against the Israeli oppression.

Center: Israel's killing of Habali violation of right to life

Insan Center for Democracy and Human Rights on Tuesday condemned the Israeli army's killing of the disabled Palestinian Mohammed Habali, 22, during a raid into Tulkarem.

According to the Insan Center researchers, the Israeli occupation forces at dawn Tuesday stormed Tulkarem amid heavy and random firing of live ammunition, rubber-coated metal bullets, and teargas canisters.

Many Palestinian civilians were wounded or suffered breathing difficulties as a result of inhaling teargas, while Habali died from live ammunition injuries.

Insan Center noted that Habali was shot directly in the head, and stressed that the Israeli occupation forces did not respect international law, including the Convention on the Rights of Persons with Disabilities which guarantees the protection of their rights and dignity.

The human rights center called for holding Israel accountable for its crimes, and for providing the necessary protection to the Palestinian civilians, especially those with disabilities.
Israeli Soldiers Kill A Mentally Disabled Palestinian In Tulkarem

Dozens of Israeli soldiers invaded, on Tuesday at dawn, Tulkarem refugee camp, and Tulkarem city, in northern West Bank, killed a mentally disabled  Palestinian, and injured several others.

Media sources said the soldiers killed Mohammad Husam Abdul-Latif Habali, 22, from Tulkarem city, and injured another young man, after shooting them with live fire.

They added that the soldiers shot Mohammad, who was mentally disabled, from a very close range, and that he died almost instantly, from gunshot wounds to his head and limbs. video

The soldiers also injured several Palestinians with rubber-coated steel bullets, and caused many others to suffer the effects of teargas inhalation.

It is worth mentioning that dozens of soldiers, many of them in jeeps and others on foot, invaded several neighborhoods in the refugee camp, and Tulkarem city, especially in the Western Neighborhood, and fired dozens of live rounds and gas bombs, during ensuing protests.

The soldiers invaded and ransacked many homes, causing excessive damage, and interrogated several Palestinians while inspecting their ID cards.
