The United Kingdom’s Minister of State for the Middle East, Alistair Burt, on Sunday, condemned the killing of a Palestinian by armed Israeli settlers in al-Mughayer village, northeast of Ramallah.
“I condemn yesterday’s violence in the West Bank in which a Palestinian man was killed. My thoughts are with his family,” Burt posted on his official Twitter account, WAFA reports.
Hamdi Talib Nasan, a 38-year-old father of four, was killed by settlers from the illegal Adi Ad outpost after the latter raided the village on late Saturday.
“Those responsible must be brought to justice,” Burt added.
Settler violence against Palestinians and their property is routine in the West Bank and is rarely prosecuted by Israeli authorities.
Such violence includes property, mosque and church arsons, stone-throwing, uprooting of crops and olive trees, and attacks on vulnerable homes, among others.
The number of settlers living in Jewish-only settlements across occupied East Jerusalem and the West Bank in violation of international law has jumped to 834,000 and settlement expansion has tripled since the signing of Oslo Accords in 1993.
All settlements across the West Bank are illegal under international law, particularly article 49 of the Fourth Geneva Convention, which establishes that the occupying power shall not deport or transfer parts of its own civilian population into the territory it occupies.

Leaving behind four children, Hamdi Taleb Na'san, 38, was seriously injured after Israeli settlers fired live ammunition at residents of al-Mughayir village in Ramallah on Saturday evening (26/1/2019) in an attempt to terrorize the village inhabitants.
Hamdi had spent 8 years in Israeli jails before being released. He is a father of four children.
Shock and anger
Hamdi’s relatives and loved ones, who came to the hospital in Ramallah, were in shock and anger, shouting slogans condemning the Israeli occupation and its settlers after he was pronounced dead.
According to locals, the martyr accompanied the residents of the village to confront the attack by Israeli settlers who stormed the village of al-Mughayir in Ramallah.
The village’s mosque was used to mobilize people and residents who gathered to protect their village, including Hamdi. They bravely responded to the settlers and faced them by their bare chests. Several injuries were reported including Hamdi, who was shot in the back.
National giving
Hamdi Na'san’s preoccupation with raising and providing for his family, working as a construction worker, did not prevent him from committing to the national movement, by serving 8 years in Israeli jails. He was always involved in national events and demonstrations against the occupation and settlers.
The clashes broke out in the village of al-Mughayir on Saturday evening, during which the villagers confronted the armed settlers who opened live fire on the people of the village, wounding more than 20 Palestinians, including several serious injuries.
The head of al-Mughayir village’s local council, Amin Abu Alia, said that settlers broke into the village and fired live bullets directly at citizens who tried to confront them. The Cairo-based Arab League on Sunday strongly condemned the Israeli settlers’ attack against Palestinian civilians in Mughayir village near Ramallah that led to killing a Palestinian civilian.
The League's Assistant Secretary General for the Occupied Palestinian and Arab Lands Said Abu Ali called on international community to “break its silence.”
Israeli government’s daily crimes reflect its desire to escalate the situation, he said.
He charged that the international continued silence and US’s unconditional support to Israel provide a green light for more Israeli crimes against Palestinian civilians.
The League's official renewed calls for the international community to assume its responsibilities amid these growing assaults and threats against Palestinians.
He also urged for providing an international protection system in the Palestinian land and implementing immediately relevant international resolutions.

Palestinian Liberation Organization (PLO) Executive Committee Member Hanan Ashrawi said that the Israeli government and its allies are responsible for rise in settler terrorism, referring to the earlier shooting by Israeli settlers of a Palestinian father in the al-Mughayyir village.
Ashrawi condemned on behalf of the PLO “the heinous murder of Hamdi Naasan, 38, and the injury of 30 other Palestinian civilians at the hands of armed Israeli settler militias.”
She said, “Under heavy protection from Israeli forces, these militias raided al-Mughayyir village near Ramallah, terrorizing the defenseless residents and wreaking havoc in the isolated village.”
She continued, “The political climate in Israel negates Palestinian rights and expresses objectionable racism against the Palestinian people. As such, the marked escalation of terror attacks by armed groups of Israeli settlers against Palestinian civilians is a natural outcome of the culture of hate and atmosphere of incitement and violence against Palestinians that this extremist Israeli government espouses and promotes.”
She held the Israeli government wholly responsible for what she described as a “heinous crime.”
Ashrawi stressed that governments that actively support Israel’s colonial regime and “shield it from accountability also bear moral and criminal liability” for the crimes committed by Israeli forces and settlers, who commit “murder with impunity.”
She added, “Equally, states that choose to remain silent against this terror campaign must understand that in these times of injustice, silence is complicity.”

Between 500,000 and 600,000 Israelis live in Jewish-only settlements across occupied East Jerusalem and the West Bank in violation of international law, with recent announcements of settlement expansion provoking condemnation from the international community.
The majority of settler attacks committed against Palestinians are met with impunity, with Israelis rarely facing consequences for such attacks.
Only 1.9% of complaints submitted by Palestinians against Israeli settler attacks result in a conviction, the Israeli human rights group Yesh Din reported.
According to a report from Israeli NGO B'Tselem, "Israel both enables this reality by its deliberate lack of law enforcement and by sending soldiers to guard settlers who attack Palestinians and even help them and reaps its benefit. Under its policy, no house, no car, no field is safe, and settlers can do as they please without suffering any consequences. Living in constant fear of what is to come is an inherent part of daily life under the occupation."

Peace talks between Israel and the Palestinians broke down in 2014, and a bid by US President Donald Trump to restart negotiations has so far shown little progress.
In the West Bank, the Palestinians have limited self-rule and most of the territory is controlled by Israel. Most countries view the settlements Israel has built there as illegal—a view that Israel disputes, citing biblical, historical and political ties to the land.
