The Israeli army opened an investigation on Thursday after video footage was released showing an Israeli soldier shoot and kill a wounded Palestinian -- lying on the ground and posing no threat -- at point-blank range.
The footage was captured by a field worker for Israeli human rights group B’Tselem, who began filming shortly after two Palestinian, Abed al-Fattah Yusri al-Sharif and Ramzi Aziz al-Qasrawi, were shot down after allegedly stabbing an Israeli soldier in Hebron’s Old City.
Al-Qasrawi was killed immediately, while al-Sharif was left lying on the ground wounded.
The graphic video footage shows al-Sharif moving his head with his arms outstretched, surrounded by armed soldiers.
One of them then walks up to al-Sharif and shoots a bullet into his head.
Israeli officers and other armed individuals in the area at the time do not appear to react to the final shot.
Amnesty International called for the incident to be prosecuted as a potential war crime, saying: “The shooting of a wounded and incapacitated person, even if they have been involved in an attack, has absolutely no justification.”
An Israeli army spokesperson confirmed to Ma’an that an investigation had been opened.
“The IDF views this incident as a grave breach of IDF values, conduct, and standards of military operations. A military police investigation has commenced and the soldier involved has been detained," the army said in a statement.
Israel has come under repeated criticism for what many have termed a “shoot-to-kill” policy against Palestinians advocated by Israeli officials since a wave of unrest began last October.
Philip Luther, Director of the Middle East and North Africa Programme at Amnesty International, said that Thursday’s incident mirrored a number to take place previously.
“Israeli forces have a long history of carrying out unlawful killings -- including extrajudicial executions -- in the occupied Palestinian territories with impunity," he said.
"While it is encouraging that the soldier in the video has reportedly been suspended and placed under investigation, previous Israeli investigations have failed to hold members of the Israeli forces accountable even when there has been clear evidence of criminal wrongdoing."
He encouraged the Israeli authorities to “use this opportunity to end the culture of impunity that has made such killings increasingly commonplace.”
B’Tselem -- which has recently come under attack by Israel’s right -- has accused Israeli soldiers and police officers of becoming “judge, jury and executioner” during the past few months of violence, blaming official encouragement and effective impunity.
The UN's human rights monitor in the occupied Palestinian territory, Makarim Wibisono, has also slammed what he termed Israel’s “extrajudicial executions,” most recently during an address to the UN Human Rights Council on Monday.
Wibisono also said that while wanton acts of individual violence -- committed by both Palestinians and Israelis -- were unacceptable, the recent surge in violence was "arising in a pre-existing context."
"Tensions have risen against a backdrop of illegal settlements in the West Bank, including East Jerusalem, the blockade of Gaza, and a general lack of accountability," he said.
Palestinians have in the past voiced strong distrust of Israeli probes into violations carried out in the occupied area, and Amnesty International last summer said Israel’s system of military investigation failed to meet the standard criteria for effective investigations.

Family of soldier who was documented shooting a terrorist lying on the ground says they believe in his innocence, noting he is 'an exemplary fighter and combat medic'; soldier's lawyer claims attacker wore a coat that could conceal an explosive vest.
The soldier who was documented shooting a neutralized terrorist saw the terrorist move, thinking he might have been reaching to detonate a bomb, his lawyer said Thursday.
"You can clearly see in the video that the terrorist moves, and that the terrorist is wearing a coat that could conceal an explosive vest and other explosives underneath," attorney Benjamin Malka said. "We are studying the case and will give our client proper representation."
Malka continued, "This is a process that is at its start. Things have yet to be deeply examined and I am saddened to see that a public trial has been conducted before the suspect has been given the right to defend his innocence." The soldier's family told the press that "We are studying things, and believe in the innocence of our son, who is an exemplary fighter and a combat medic."
A member of the Jewish community in Hebron, one of the first people to arrive at the scene, said that after a soldier was treated medically, calls of "get back, get back. The bomb technician hasn't arrived yet." Following this, he said, someone yelled "he's moving," and then a shot was heard. When the man turned around, he saw the shot terrorist.
A video filmed several minutes later by B'Tselem volunteer Emad abu-Shamsiyah shows one of the terrorists, Abed al Fatah a-Sharif, lying on the ground motionless, when an IDF soldier aims his weapon at him and shoots him in the head.
The video in question was filmed following an attack in which two terrorists armed with knives stabbed a soldier in the Hebron neighborhood of Tel Rumeida Thursday morning, moderately wounding him. The two attackers were shot and neutralized by soldiers from the IDF's Kfir infantry brigade. A few minutes later, one of the soldiers can be seen shooting one of the terrorists, Abed al Fatah a-Sharif, who was lying on the ground.
The Incident has caused concern among leaders of the Israeli defense establishment. IDF Spokesperson Brigadier General Moti Almoz announced Thursday that the soldier was arrested and questioned. He mentioned that all those involved in the event will be questioned, and that it was "a very severe incident. This is not the IDF culture or the Jewish peoples' culture."
Brig. Gen. Almoz added, "As far as the orders given to soldiers are concerned, the moment terrorists are neutralized, soldiers are supposed to immediately give medical assistance to the wounded, including the terrorists. This is the IDF, these are the values of the IDF, and this is not up for interpretation. We are unambiguous about this."
Defense Minister Moshe Ya'alon responded to the video as well, saying, "The incident is highly severe, and completely contrary to the IDF's values and its combat morals. We must not allow, even as our blood boils, such a loss of faculties and control. This incident will be dealt with in the strictest manner. Our struggle against Palestinian terror, and terror in general, is determined and decisive. We have no intention of compromising on the issue of our citizens' and soldiers' security, and we are handling the terrorists and their dispatchers with an iron fist."

Israeli soldiers shot and killed, on Thursday morning, two young Palestinian men, in the southern West Bank city of Hebron, allegedly after they attacked Israeli soldiers, mildly wounding one.
According to the army, the soldiers opened fire on the two Palestinians, and killed them, after they stabbed one soldier in Tal Romeida neighborhood. They have been identified as Ramzi Aziz Qasrawi, 21, and Abdul-Fattah Yosri Sharif, 21. Eyewitnesses said the soldiers opened fire at random, wounding several Palestinians who were walking in the area during the reported attack. stepped out of his home and saw several soldiers surrounding the two wounded Palestinians as they were on the ground, bleeding, before a soldier walked close to one of them, who was still moving, and shot him in the head.
Israeli media sources said the incident took place near a military roadblock in Tal Romeida neighborhood, in Hebron city.
Israeli medics of the Magen David Adom said the soldier was attacked at the entrance of Tal Romeida, and suffered moderate stab wounds in his arm and shoulder, before he was moved to a hospital in a stable condition.
The army closed the Shuhada roadblock, completely sealed the Shuhada Street, and prevented Palestinian medics, who rushed to the scene, from reaching the two Palestinians.
It is worth mentioning that the army has killed 61 Palestinian, in Hebron, since October 1st, 2015.
Earlier on Thursday, the soldiers invaded Beit Ummar town, north of Hebron, and kidnapped a former political prisoner, identified as Sufian Zaki Odah Bahar, 44, after breaking into his home and searching it. Bahar is a director of the Beit Ummar Society for Orphans.
The army also summoned Mohammad Mahmoud Awad, 26, Issam Mohammad Bahar, 19, and Mohammad Abdul-Jawad Ekhlayyel, 24, for interrogation in the Etzion military base.
It is worth mentioning that the army has kidnaped fifteen Palestinians, in different parts of the occupied West Bank, on Thursday at dawn; three were kidnapped in Ya’bad near Jenin, one in Nablus, two in Salfit, seven in Ramallah and two in Hebron.

The IDF Spokesman's Office said in response: "An initial investigation into the incident found this to be a very grave incident that contravenes the IDF's values and what is expected of its soldiers and commanders. In light of the findings of the initial investigation done by the commanders at the scene, the investigation was passed on to the IDF's Criminal Investigation Division (CID)."
The initial investigation found that the shooting occurred three minutes after IDF soldiers shot and neutralized the knife-wielding terrorists. Thereafter Israeli paramedics evacuated the wounded soldier to the hospital, while IDF officers took control of the scene and closed it off.
Despite this, an IDF soldier from the Kfir Brigade's Shimshon Battalion decided, for a yet unclear reason, to shoot the terrorist who was lying on the ground apparently seriously wounded, which resulted in the terrorist’s death.
The Judea and Samaria Division also intends to examine why the terrorists were left wounded on the ground for several minutes without receiving any medical treatment, as IDF orders dictate.
The IDF added that Thursday morning’s incident is not characteristic of IDF troops' conduct in hundreds of similar incidents in the West Bank over the past six months, and it is possible that disciplinary action will be taken against the shooting soldier's commanders as well.

MK Ahmad Tibi (Joint Arab List) responded to the publications while on a trip to Romania, saying, "IDF soldiers and police officers shoot and execute wounded Palestinians in cold blood as a result of the tempestuousness of Israeli ministers and politicians. The politicians are no less responsible than the shooter. The incident in Hebron was documented, but there are many incidents which were not. Prime Minister Benjamin Netanyahu is personally responsible for this murder."
This unusual incident comes after another embarrassing incident at the Kfir Brigade, considered a leading brigade in fighting terrorism in the West Bank, which occurred two and a half weeks ago.
Two soldiers from the brigade's Nachshon Battalion were stabbed by a terrorist who surprised them while they were on guard duty in the Nablus area. The two soldiers, who were stationed at an isolated and sensitive post, had left their weapons on the ground, while they were playing backgammon and trash was scattered all around them.
Junior commanders in the battalion were removed from their position following the incident, while the battalion commander received a rebuke in his personal file.
Video Shows Israeli Soldier Shooting Subdued Palestinian Attacker in Hebron
The wounded Palestinian, who had earlier carried out a stabbing attack, is seen lying on the ground when the soldier shoots him in the head; IDF opens an investigation.
An Israeli soldier shot in the head a Palestinian man who stabbed another soldier in an attack in Hebron on Thursday morning, a video provided by a rights group shows. The soldier has been arrested and questioned by military police.
In the video, provided by a B'Tselem fieldworker following the stabbing attack, the soldier is seen shooting the Palestinian assailant who was lying on the ground, wounded, and who did not pose a threat to security forces.
"This terrorist is still alive, this dog," a voice is heard on the video, warning of the assailant.
Documentation of the incident shows that after the evacuation of a soldier who was wounded in the attack soldier began, one of the Palestinians assailants was still alive. He can be seen moving his head while is lying down with his arms outstretched, surrounded by some 10 soldiers and other armed personnel. A soldier then cocks his weapons and shoots one bullet into the head of the Palestinian, whose death was determined later.
The shooting was carried out while two officers stood nearby, and the two did not seem to respond to the incident. A few seconds before the shooting, they move aside and further away from the Palestinian who was lying on the ground. A voice can be heard saying "Okay, okay" afterward. After a minute, the removal of the Palestinians' bodies began.
IDF Spokesperson Brig. Gen. Moti Almoz said that the images in the video speak for themselves, and the events depicted do not represent the IDF's values. Almoz added that all soldiers involved in the event will be questioned.
The IDF Spokesman's Unit earlier said that "An initial investigation shows that this is a severe incident that contradicts the IDF's ethical code and what is expected from the IDF's soldiers and commanders. A Military Police investigation has been opened following the findings of the initial investigation that was carried out by the commanders. The soldier has been suspended from his position until the culmination of the investigation."

Two soldiers from the brigade's Nachshon Battalion were stabbed by a terrorist who surprised them while they were on guard duty in the Nablus area. The two soldiers, who were stationed at an isolated and sensitive post, had left their weapons on the ground, while they were playing backgammon and trash was scattered all around them.
Junior commanders in the battalion were removed from their position following the incident, while the battalion commander received a rebuke in his personal file.

An Israeli soldier shot in the head a Palestinian man who stabbed another soldier in an attack in Hebron on Thursday morning, a video provided by a rights group shows. The soldier has been arrested and questioned by military police.
In the video, provided by a B'Tselem fieldworker following the stabbing attack, the soldier is seen shooting the Palestinian assailant who was lying on the ground, wounded, and who did not pose a threat to security forces.
"This terrorist is still alive, this dog," a voice is heard on the video, warning of the assailant.
Documentation of the incident shows that after the evacuation of a soldier who was wounded in the attack soldier began, one of the Palestinians assailants was still alive. He can be seen moving his head while is lying down with his arms outstretched, surrounded by some 10 soldiers and other armed personnel. A soldier then cocks his weapons and shoots one bullet into the head of the Palestinian, whose death was determined later.

IDF Spokesperson Brig. Gen. Moti Almoz said that the images in the video speak for themselves, and the events depicted do not represent the IDF's values. Almoz added that all soldiers involved in the event will be questioned.
The IDF Spokesman's Unit earlier said that "An initial investigation shows that this is a severe incident that contradicts the IDF's ethical code and what is expected from the IDF's soldiers and commanders. A Military Police investigation has been opened following the findings of the initial investigation that was carried out by the commanders. The soldier has been suspended from his position until the culmination of the investigation."
The soldier who was wounded in Thursday morning's attack at the entrance to the Tel Rumeida neighborhood in the city was taken to hospital in moderate condition. Palestinian source identified the assailants as Abed Fatah al-Sharif, 21, and Ramzi Alkasrawi, 20.
